Hi Deb and Cory,

The problem is that browsers have many areas (such as toolbars, little
window panes created by add-ins, etc.) where your focus can end up.  When
your focus is in one of these areas, browse mode is not available to you;
it's only available when your focus is actually in the contents of the page
being browsed.

When it looks to me like this is happening (I'm using IE8), I just press the
F6 key to rotor me through panes, toolbars, etc. until I know I've been
placed back into the browse area because it says "link" or the name of a
control type.  I don't know if my solution is browser specific, but I
believe the problem that I am describing is across all browsers.
