All I can say is it's not a universal problem. As a matter of fact I
don't even know what's meant by deleting items in different programs;
deleting text, files, or something else?
I do vaguely remember a problem with certain buffered text repeating
sometimes. But it hasn't happened in so long I don't even recall what it
was.
I'm running XP on a laptop and Windows 7/64 on my desktop.

Yes, WE has been having this problem for years. Didn't notice it
