Assuming you're authorized, you can obtain them (at least the English voices, right now) from www.gwmicro.com/voices.

The voices are installed into the Window-Eyes directory, so if Window-Eyes gets removed, the voices may get removed as well. You can always save the voice download so that you can re-install it if necessary.
