I just Googled msvcr71.dll from Googles accessible site:
http://www.google.com/accessibility/labs/search/
and got a pile of articles, including one from Microsoft, regarding this problem. So it must be pretty common. Give it a try. My only advice would be that if you decide to download a new copy of it I wouldn't do so unless I could get it directly from Microsoft.
