I posted the solution, and I have windows 7 home premium 64 bit system  
with spybot, Microsoft security essential, Microsoft firewall, and   
user account control off or zero, which is never notify. when changes 
are made to my computer.
Why others with windows 7 are being denied access is a puzzle.
