I hesitated to respond because I don't have a lot of information, but in case 
this is helpful, I have a couple ideas.

I too frequently get "Browse mode is not available" messages. When this occurs, 
it seems as if I am stuck outside the body of the page, perhaps in the toolbar 
section. Sometimes-and only sometimes-repeated tabbing moves me down to an area 
that then seems to somehow allow the page to continue to load.. But, yes, 
absolutely, I frequently encounter pages that just don't seem to load. It 
happens with Google and with other pages. It's not just pages I haven't visited 
previously. Refreshing the page with F5 might help. It seems to sometimes. 
Turning browse mode off and then on again might help, but I'm not sure there's 
a cause and effect relationship to that-or to anything else I'm doing. I don't 
know of any way to tell if it's Window Eyes or the browser, although my sighted 
colleagues do not report this behavior and their systems are essentially 
similar to mine and run on the same network, just without Window Eyes. I've 
wondered if virus scanning and checking has anything to do with this. We use 
Symantec at the office. I use Nod32 at home. The behavior occurs on both home 
and office systems.

Try tabbing through the page to see if there's a location there that will allow 
the page to load. Try refreshing with F5. Try turning browse mode on and then 
on again. You may have already been doing all of these, but there's what I 
know, in case any of it helps.

Also, I too have turned the announcement back on. It's far easier to understand 
the mode that way. I wonder if GW might offer a combination of click and bell 
sound. Perhaps a bell and click for off and then click and bell for on. I'm 
suggesting a quiet, subtle sound, even at that. That might help.

When I enter web gages in IE 9, WE often does not go into Browse mode. I have 
to press the hot key and only then do I  hear a"browse on." (Yes, I have it 
speaking the words instead of those clicks.)
I have the same problem when jumping to another page. Sometimes I even get the 
message that browse mmode is not avaiilable.

I am running Windows 7 AND WINDOW-Eyes 8.
