Hey bill,
I was having some issues with read to end, and some one suggested
renaming the hot key to control shift enter, which fixed the problem.
Give it a try.

look in verbocity/browse mode/new page information and change it to read
entire page. the factory default is to only read the first 24 lines.

Hi.
When I try to do a read to end with WE 8.1 WE reads to the end of the
screen, then stops, and the cursor is still at the beginning. I have had
this problem in IE and in Outlook, which uses the IE engine, I believe.
