I'm not really sure exactly what you have going on. So I would take the
what's most important approach and reinstall the default and Window-Eyes
user interface set files to get speech back. Then you can worry about
dictionaries.
If you want to backup your entire profile folder first just open the
Window-Eyes control panel, Alt-F File, E Explore profile folder.
Backspace once to step out of the folder.
control-A to select All.
Control-C to copy.
Close Explorer and exit the control panel.
Open Explorer again and create a backup folder like WeBackup in the root
level of your drive to make sure it's not in the program path in case
you ever have to uninstall Window-Eyes.
Enter that new folder and Control-V paste. It will probably take a minute.
Now open the control panel, Alt-F File, F factory settings, and install
Default and Window-Eyes control panel.
That should give you speech.
If any programs still aren't speaking you should now be able to see
what's turned off in the control panel because you'll be using the
control panel sets while doing so.

Oops! I really messed up. I was trying to associate the silent.set to
a particular program. I don't know how it happened, but I somehow
managed to get the explorer.set silent. I tried to fix things and ended
up with a silent default set. I have gotten some speech back, but not
all of it. I don't want to lose my dictionaries or graphics labels
already created, so I checked leave on those options after doing a
factory reset for several set files. Well, I am afraid to save any new
changes because I don't know which changes will take effect. I feel
really uh-stupid. All I want to do is get back to my original
settings. I will add that the problem started because I could not use
my control key for some reason and it was necessary to go to the desktop
and open WE from there. I thought, mistakenly, that doing an alt-tab
from the open program to WE control panel would keep the proper set
files. Well, I was wrong. I have finally gotten back the desktop
speech, but do not have any of the task bar or navigation bar items
available with speech. Please, can someone help me get things
straightened out. I think the set files which are messed up are most
likely the wineyes.set, explorer.set and default.set. I don't know if
others were effected and I am not real sure about doing the associations
once I get the speech working again. Thank you for helping.
