hi, it appears as if I can duplicate this problem consistently. I am still running Windows XP pro at work with Office 2003. I have two keyboard layouts installed under Windows, English Canada and French Canada.
If I minimize Outlook and change keyboard layouts from English then back to French, when I press shift+tab to pull Outlook into the foreground the list of messages in my inbox appears to be empty. If I redraw the screen We can read them again. If I just change keyboard layouts then pull Outlook into the foreground We does not see the list of messages until I redraw the screen. The key combination I use to switch languages is left alt+right shift.
