That might not be the most efficient way, but I just find it by tabbing.  It 
shows up for me when I tab through the controls.

I've started using iTunes with Windows and Window-Eyes but can't seem to
locate the Airplay button, anyone got any tips or suggestions?

I'm assuming the screen layout of iTunes for Windows is much the same as
that for iTunes for Mac, if this is indeed the case then the Airplay
button should be to the right of the volume control slider.
