Hey Michael,

Radio buttons cannot be unchecked. They're a group of buttons you cursor up/down to select the one you want. In the case of IE add-ons it's what group of add-ons you want to view. When you go into Tools, Manage add-ons, arrow up down on the radio buttons to select the group you want to view. Then tab down until you land in the list to see what's installed. If you see things like Google toolbar you can either tab down to the disable button and disable it or go into the Windows control panel, programs, and see if it can be uninstalled. Such toolbars are notorious for causing problems with screen-readers.
If it's not in Add/Remove programs just disable it in IE.
