You didn't mention the browser you are using or the version of
Window-Eyes but I tried this with IE9 and Window-Eyes 8.2 and saw your
problem. But this isn't a Window-Eyes issue as the same problem happens
with other screen readers or without a screen reader. The problem is
the sign in information doesn't appear unless the physical mouse is
hovering over the Sign in / Register link. So simply get to the link
with Window-Eyes and instead of hitting enter to activate the link which
does nothing, press insert-numpad-plus to route the mouse to the actual
link. This causes a pop up menu to appear and now you can just tab to
the username and password fields.
