Hello Dave, I'm afraid I don't know how accessible ProTools is on windows. There was a rumor that it was accessible, but I think it was just that. I can tell you though, from personal experience, that there are some things you can do on ProTools on the mackintosh with VoiceOver, such as add effects, pan, change the volume and set track position. The only thing I have found I cannot do is select tracks and place start and end markers, and VoiceOver is not difficult to learn. I hope this helps.
