Hi Edmund,
To get your windows startup sound-
try-
press window key
type sound
arrow down to settings and enter
arrow down until you hear change system sounds and enter
now numpad 9
now keep pressing numpad 2 until you hear play windows startup sound then left
mouse click then
tab and enter on OK.
To fix your WE8 startup problem-
try
press window key plus letter r
type
msconfig
press numpad 3
then press insert 4 until you hear startup than left mouse click
then
tab and enter if windows 8  to open task manager

or arrow down to window eyes and make sure it is checked or enabled to startup.
If that does not help
find your startup folder
and paste a shortcut to wineyes.exe into that folder.
by the way you can put any shortcut like thunderbird or firefox to startup automatically.
