Windows Update has a regular tendency to be uncooperative. As an
example, on my computers at home, it's often necessary to restart the
update procedure two or three times before the download takes and is
applied. One other option you might try before giving Microsoft a call
is to open your %temp% directory, empty it completely, reboot, and try
again.

I'm guessing that some system files need to be updated first before the
install can proceed.
Try rebooting and then trying to update once again.
