Hey Mike,
I don't have Windows 8, but I think the menus were hidden by default in
IE 10 when I installed it.
Try Alt-V, Enter, and Enter again, or, Alt-V, T, M. Alt-V should open
the view menu. The Tool-bars pull down should be what you land on. And
then the Menu bar check box should be what you land on.
