Is Browse Mode enabled when you press Insert-Tab? If it is off, then
this command will do nothing.

First, note that we no longer test with IE 7, so your success may
vary. However, the first thing to check is that Browse Mode is enabled
with Control-Shift-A. Once it is, try Insert-Tab again and let us know
if that works for you.
