Is there a way of manually editing excel.we as maybe making changes via 
insert-v isn't working as they should?

As I recall. Some of the settings in Excel, such as the one that determines 
whether row and column headers should be spoken when you arrow around in a 
worksheet are saved in the excel.we file.
