Nope, it is not a browser issue. The problem is related to some sort of Windows or Outlook hyperlink copy and paste bug. If you copy and paste the link from my message into a web browser's address bar or open location dialog it will work fine. If you try to activate the link from the email message, you will get a 404 because for some strange reason an extra period got added to the hyperlink when it was copied into the body of my Outlook new message window. This should only be an issue for those of you reading messages in HTML format who try to activate the link from the body of the email message. Sorry for any inconvenience.
