I haven't done this for years, and not since upgrading from Office 2003
to 2010. But here's my vague recollection of how it worked.
Create bookmarks at all of the link destinations, i.e. the answers. Name
those bookmarks something like answer1, answer2, etc.
Now go to the questions and create links. You can select text for the
link text or just place a link in a location.
Then configure the link to be internal to the document and point them at
the relative bookmark.
That's at least the gist of it. Search help for create links or
something similar and bookmarks to get the details.
