Are you sure that this bar is in fact part of the page? It seems to me that 
what you’re describing is the toolbar that is asking you to allow the running 
of a browser plugin. To access this toolbar, press alt+n, which should focus 
the toolbar and allow you to press the button to allow the plugin to run.
