Select the file in Windows Explorer.
Open the context menu with the Applications key or Shift-F10.
Press R for properties.
You should come in on the Read only check box. Make sure it's unchecked.
Then tab down and if you land on an Unblock button press space bar to
unblock the file.
If you unblock it you will lose focus. Alt-Tab away from the window and
then back.
And finally tab down to Apply, and press space bar, and back up to OK
and press space bar again.
