Try this:
Select the file in Windows Explorer.
open the context menu with either the Application key or Shift-F10.
Press R for Properties.
Tab down. If you see the Unblock button press Space bar.
Now focus will be lost in this window. So either Alt-Tab to a different window and then back to the properties window. Tab to Apply, press Space bar, then Tab to OK and press Space bar. Alternatively you can just route the mouse to the window and click the Apply and OK buttons.

Neither would NVDA; haven't tried importing it into K1000 yet.  I thought
this stuff only happened with PDF's, but not so!  Can't say whether the
