Ask and you shall receive.
Window-Eyes has long had this ability via both the cursor and mouse
current character hot keys.
Control-Numpad-Left arrow for cursor.
Control-Insert-Numpad-Center for mouse.
Press once to hear the letter and again to hear alpha, bravo, etc.

K1000, if you let it take over the keypad, pronounces the letter under the
cursor, (if it indeed has a cursor), by hitting the numpad Delete;
Ins-Delete gives you a phonetic. Couldn't an app be put together giving

I was reminded of this when coming across a site called <www.sharetv.org>
Of course it took me a while to realize they were saying "Share TV"; but
before this aha moment, I really strubbled to determine whether that
letter was a B-Bravo or a V-Victor.
Phonetics seems like it might be an easy and valuable enhancement to W.E.
