Well, now that Google and Outlook are out of the mix, you may want to
think of going more low tech.

For example you can create a shortcut on your desktop that is NotePad
opening up a text file called something like To Do List.txt. You can
assign a hot key to this shortcut, control+alt+T for example.

Then you can copy the shortcut into the startup group for your Windows
operating system. When your computer powers up you will have the To Do
List pop up automatically. When you want to add or review it at any time
you can press control+alt+T. This doesn't have any automatic reminders
popping up or chimes in the background. It is quick and dirty as well as
free.
