This sounds like a PDF file created by an OCR process. If you have access
to K1000, OpenBook, Omnipage, FineReader, etc., you could attempt to do the
character recognition again on your computer. Sometimes this improves the
readability substantially. I use Omnipage, myself, on files that are
image-only and also on some of these messy PDF's. It sometimes helps. But
if there is hand-writing or other contamination on the document, OCR can
only do so much.
