"Me too" posts aren't worth much, but maybe confirmation that it's not an isolated problem will help get it addressed sooner. I have experienced this on my Win 7 64 bit system as well. It didn't start with v8.3, but before it was intermittent. Now it's every time. I've given up on Window-Eyes and use NVDA when I need to work with GoldWave.
