Hi David,
I use and recommend, windows movie maker.
If the video is in my video's folder
I just go to the video I want to shrink and press context key and arrow down to
open with
and enter
then arrow down to movie maker and enter
then in movie maker I just press
alt f
then arrow down to save movie
then enter
press e for email and enter
you will then have an edit box in  an explorer  window to name the file.
and movie maker will save your video as an mp4 file.

If my video is in my video camera,
then I just open movie maker
then alt f
then press the letter d
then follow the prompts to import the movie.
please note that the first edit box is to name your video file, which I have set to place into my video folder. Once you have the file on the computer, you need to shrink the video with the steps given above.
