Usually with the AS400, they have a 5250 emulation client.  The
early emulator was called Client Access and changed to ISeries Access.
Both of these are accessible.  To get Window-Eyes to talk, you will need
to change the cursor from blinking to block.  There might be a few minor
setting changes also

In general, the AS-400 is a type of IBM mainframe, and it is usually
accessed using a terminal emulator.  Some terminal emulators are more
accessible than others, so if they are already using one but it isn't
accessible, it is possible that another one could be found.  Having said
that, there are other ways to connect to an AS-400, and it is possible
that software is running on the PC to connect to data on the AS-400
directly.  Therefore, one would need to know more about the specific
setup to provide a better answer.  In short, though, there is at least a
possibility that the system could be made to be accessible, but there
are variables.
