I tried this with Win 7 x64 Pro, WE 8.2, IE 9, and works normally. I upgraded to WE 8.3, and it continues to work. Which is at the login screen for that website.
This is not exactly the same as you have it, with IE 10, but this may help you narrow down if it is a problem specific to your PC, or with the versions of software. I don't have any specific add-ins in IE, and antivirus is Security Essentials. Maybe there is something particular about your PC.
