Hi. This smart screen filter you're mentioning is part of internet explorer, it's designed to keep people from downloading malicious stuff.
here are directions from Microsoft's support page.

To turn the SmartScreen Filter off, follow these steps:
1. open  Windows Internet Explorer 8.
2. On the Safety menu, point to SmartScreen Filter, and then click Turn Off SmartScreen Filter 3. In the Microsoft SmartScreen Filter dialog box, Turn off SmartScreen Filter, followed by the ok button.


The directions above don't mention this but I believe the safetey menu is located under tools/internet options. I'm running internet explorer 10 here under windows 7 so things are a tad different.

However, with the book db 50475, after hitting the Save button, it got into trouble. The download stopped and a link to a microsoft smart screen filter appeared. When I clicked on it, I was asked if I thought it contained malicious phishing and malware. It had a captcha, both video and audio. I attempted the audio a few times, guessing at some of the words, but nothing good happened.
