I've never seen or heard of anyone getting a capcha from smart screen
filter. And I can't find any information on it that says it will do
that. The only thing I've ever seen from it is a warning that a file I
was downloading was an uncommon file. I understood why and simply had to
hit OK. Disabling it is only going to put you at risk.
And this is certainly not coming from BARD.
So you've either got an aggressive anti-virus program running that uses
this method, which I've never heard of, or something else very strange
is going on. I'd run a manual anti-virus check.
