Because until the government or a philanthropist gives them an open account so they can hire a dozen more top notch programmers, screen-reader development will always be based on prioritization and practicality.

They're shooting at a constantly moving target and always have more on their to-do list than they'll ever be able to do. Just about the time something is dialed in it's replaced with a new version and a whole new set of accessibility issues.

And what may seem trivial to the user may be an difficult (timely) project for the developer. So we will always have a long list of things that are inaccessible or problematic. It's just the nature of the beast; it will never be tamed.
