George: I think you are asking for the key combination to speak a specific 
string - this does not sound like a hot key question to me.

It is more like a keyboard dictionary setting.

I don't make a great deal of use of the keyboard dictionary, so you will need 
to consult the manual.

Hot keys command Window-eyes to do something - not to say something.  Because 
ctrl-Z is a Windows command, (not a Window-eyes command), I think that my 
suggestion of the keyboard dictionary approach might be the easiest thing to 
try.
