Lots of programs use wpf, so there is not much mouse navigation, all
you can do is route to something and click, but reviewing a page or
something is not there. But you should be able to do this in cmd.exe,
for instance. If you can't then this is another problem, but usually a
solvable one.

it's just when navigating windows itself, typically. mouse is doing ok
for the most part when navigating programs, although I just tried to
read the about skype window with it and it didn't find it, not sure
what that's all about.

What programs are you trying this with?

Hi, I'm having that issue in windows 8.1 where, when I route the
pointer to something, I just get the dings from the mouse cursor
movement, no way to review the information I need. How can I fix this?
all mouse settings are at their defaults. window-eyes 8.4
