Mike,

This doesn't really sound like a Becky problem, either.  You seem to be trying 
to retrieve your mail both with 
Becky and Outlook Express and Outlook Express is getting there first.  You need 
to tell one or the other not to 
retrieve mail automatically, probably Outlook Express if you want Beck to 
receive it all.  If you want to get mail 
on either, you can allow the email programs to retrieve mail but leave a copy 
on your mail server.  This would 
cause both programs to get all mail.  Eventually you would want to turn this 
off, though, as all your mail is on 
the server as well.  I don't remember exactly where these options are in 
Outlook Express, but you may need to turn 
off both the option to receive email periodically and also turn off receiving 
mail at startup..
