I don't know the other editors you mention too well, so here is some considerations for Notepad. Exactly how much other editors provide for functionality, would depend on the editor.

First of all, Notepad does not automatically insert a Breaker for each new page. That is, if you write 150 lines, Notepad will handle them as all being on one and same page. Now, if you print the material, the Printer Driver of your system, and even the very electronics of your printer, will split the 150 lines into something like 3 pages. Based on this, even if you make an entry in any kind of Dictionary, for having the PageBreak announced, it will never be announced to you. Simply because, the character will never be in the document.

A slightly different story comes up, the moment you are handling a document, where the 012-character has deliberately been typed in by the user. Now, it will show up as a symbol in your document, and can be recognized by your screen reader. Whether it will be honored by your printer and its driver, forcing a new page, or if it will be interpretted into a graphical symbol and printed as such - it all will depend on your system.

If you want the character announced to you, whenever it occurs in the text, you may want to give the Extended Dictionary app a go. It will be able to recognize the 012-symbol, and you can have it spoken the way you like. The app is available from App Central, or through AppGet which you reach by pressing Win-G.
