Control-A is defined as Select all in most program set files but not in the default Keylab.key file due to the rare occasion when it is used for something else. So first I would make sure your key label dictionaries are active, which they should be by default.

1. Go to the desktop to make sure that no program specific dictionary is loaded.
2. Control-backslash to open the Window-Eyes control panel.
3. Alt-H Help. cursor down and make sure that Show advanced options is checked. If not hit enter to check it. 4. go to dictionaries, Status, and tab down to the Key label dictionaries radio button and make sure it's set to Top, On.
If not, turn it on and hit Control-S to save your settings.

To define Control-A in the default dictionary.
Again, due this from the desktop to make sure you put it in the default dictionary rather than a program specific dictionary. 1. From the desktop hit Control-Shift-E. This is the shortcut key to open the control panel and go to dictionaries. Otherwise you can do it manually as stated above.
2. Right arrow to expand Dictionaries. Then hit K to jump to Key label.
3. \Tab once to the Capture key button and hit spacebar or use the Alt-C shortcut. 4. You'll be prompted to press a key. When you press Control-A that key combination should appear in a read only edit box and be voiced to confirm what you pressed. 5. Tab once to the Replacement edit box and type in Select all or whatever you want it to say. 6. Tab again and make sure that it says, Dictionary contents for Keylab.key, which is the default dictionary.
You will be in a list view and should be on Control-A Select all.
7. Tab once again to the Update entry button and hit spacebar.
Then Control-S to save your settings.
