After spending a couple of hours on the phone with Apple tech support today and no solution, I tried something new. Our IPhones have a case with a secondary battery, and it uses a USB cord that is different from the normal IPhone cord. I managed to get the end off the case and plug the phone into the computer with the normal cord. The phone showed up as a device and was able to sync. Apparently, the cord is only wired to charge the phone and secondary battery but not to actually hook up the phone to the computer. The computer was not recognizing that there was anything plugged into the USB port until I switched cords. Why this case is wired that way is anybody's guess.

So now I have my ringers made and synced to the IPhones and ITunes is working as expected.

Appreciation to all who helped me get the program up and running, get the ringers converted to Apple's format, and get the syncs accomplished. I value all your effort and suggestions. I just wanted you all to know that it got worked out and how.
