Hi,
Go to the Window-eyes control panel.
In the settings tre, select Verbosity, right arrow to open it.
Select Browse mode right arrow to open it.
Select Auto-load and shift-tab to get to the When Browse Mode is toggled
on or off Indicate with tones. Change that to speech and save the
settings.
As far as the shut down and start up sounds.

You'd remove them using the Windows control panel.
