OK, the devil made me do it.

 

You need to go under Tools and Internet Options. In the Privacy tab set the 
level for your Internet Zone change the level to 3 of 5 as We would say. BTW if 
Window-Eyes could announce the changes without having to use the mouse cursor 
to read the text that might help some people with this dialogue. Same with the 
RIP quality settings in Windows media Player.
