It's one of the apps from the gw site. You can press the windows key along with the letter g to start the appget app and after the results are loaded, press the ctrl-f key. This will allow you to search for an app by name. type translate to find the translate app, then install it. Also make sure to search for the homer shared object app as you'll need that as well, and install that. If you want that polyglot app, after ctrl-f, type poly and you'll find that one as well. I don't know anything about any of these translating apps.
