Yep. Hold down your home button and ask Siri to launch voiceover.
Once launched, you can go to settings, general, accessibility and voiceover to 
modify  and customise as you like.

I know this isnot about Window-Eyes, but I know some of you need to work 
seemlessly between the two. So, my question is this. I have a web page pulled 
up on enabling VoiceOver. Can it be enabled without sighted assistance on an 
IPhone?
