have you tried pressing ALT plus t to get to the options menu?

Running Window-eyes 8.4.0 on a Windows 7 PC. I am wondering what I am
missing because when loading Firefox, I have no difficulty going to
specific web sites; however, I am completely unable to get to the
Firefox options menu or the help menu. The arrow keys seem
nonfunctional when trying to get to the various Firefox opsions.
Investigation using the mouse keys also yields nothing. So, since I
have obviously messed up something big time on this PC, please suggest
things which may normalize things.
