It sounds like format alert is on. In the default desktop key layout Insert-F5 toggles this setting. You will hear, Format alert on/off. If it comes back it was saved in a set file. Simply toggle it off and save the set file.

To manually turn it off go to:
Screen, Other, and tab down to Format Alert.
