The easiest way I've found to work with toggling punctuation is to use
the Toggle Punctuation and More 1.72 app downloaded here:

After installation, it doesn't give you an entry on the app menu; you
have to go into the App Manager, look for the list of running apps (be
certain to set the radio button to global apps), press the letter T
until you find Toggle Punctuation, and then press Alt-H to launch the
Help for this app. The default hot key is Insert-Tilde (tilde is
normally below Escape on a desktop keyboard), and this is how you can
toggle punctuation on the fly wherever you are in Windows.
