The easiest way I've found to work with toggling punctuation is to use the Toggle Punctuation and More 1.72 app downloaded here:

After installation, it doesn't give you an entry on the app menu; you have to go into the App Manager, look for the list of running apps (be certain to set the radio button to global apps), press the letter T until you find Toggle Punctuation, and then press Alt-H to launch the Help for this app. The default hot key is Insert-Tilde (tilde is normally below Escape on a desktop keyboard), and this is how you can toggle punctuation on the fly wherever you are in Windows.

My idea of one would be to turn on the part of the punctuation where the At sign is spoken, because globally I have it set to have all punctuation off.
