Have you turned off apps to see if it is an installed third party app
causing the issue?
I'm running the latest thunderbird with the latest TB Enhance app and am
not seeing the issue, IE Braille is working for me using an Apex under
Windows 8.11.

I'm not a braille display owner, and so I can't see why your
experience of Thunderbird would be different than using any other
program, unless there is something specific in the set file for TB.
