Yes, he did. You're correct. This is one reason I absolutely refuse to use ctrl+Shift+R. If I want something going to the whole list instead of the individual, I just hit ctrl+R, then shift tab back to the to field, delete the person's personal e-mail address out, and replace it with the list's address instead, then fire it off.
That's exactly, for instance, what I've done with this reply to you. So, you only should get one copy, not two.
