On my HP laptops there is a touch pad setting that disables the touch pad if there is another mouse connected. I have a wireless mouse attached for others to use so the touch pad is always disabled.

Even when one has their hands positioned correctly on the keyboard,
some mouse pads are very sensitive on notebooks and laptops. Also,
when you turn off mouse tracking, sometimes it can come back on when
you reboot the laptop.
