Would you have a couple site examples for us  to look at?

It is also possible  the web developer makes it look like a button  visually 
but it isn't a button in the code.

I have seen some sites that say to download press the button below, and it's a 
link.

Running the latest paid version of WE on a Win 7 64 bit machine and
latest IE and Firefox as my browsers.
The problem of controls on web pages not being seen as controls by WE is
getting worse and worse.  So many web pages have what would be buttons
and links for sighted users are not seen as buttons and links by WE thus
making web pages totally useless for WE users.
I can only hope that with new owners that Browsing the web becomes a
priority and finally finally gets fixed after so many years of being low
on the priority list of things to be fixed.
Having said that I am a long time user of WE and hope to continue doing
so for many many years.
